A conditional use permit application <br />was filed and a building pcrmil issued. The repairs took place the week of April 19, 1993. <br />Review E.\hibit K, the Planning Commission recommended approval of the conditional use permit <br />at their May, 1993 meeting. Members asked that the Count>’ address the issue of stormwater <br />management as the quality of runoff draining directly to the lake from the parking lot was ot major <br />concern. <br />Mr. Bailey asked that the application be tabled at Council ’s June meeting until the County could <br />provide a stormwater plan and provide the necessar>’ funding. <br />Review E.xhibits K, M and N, the Cit> is finally in receipt of an amended grading and drainage plan <br />providing three sedimentation infiltration areas with a series of french drains conveying drainage to <br />the retention area. The plan also includes improvements to shoreline fishing areas to be installed in <br />accordance with the Americans with Disabilities Act. <br />BoJ' »he DNR and the applicant hav e joined forces to develop a stomiwater that would address the <br />ecological concerns of the City. As Mr. McDonough of tlie DNR notes in his letter (Exhibit M), the <br />County and DNR completed a similar improvement adjacent to Coffee chai.a^l. <br />The retention areas shall be planted with native grasses and trees will be planted along the shoreline <br />providing shade for the fisherman. The trees and native grasses will provide buffers to the blacktop <br />parking area of views from the lake. <br />Gustafson has approv ed the concept plan and asks that a maintenance schedule be established by the <br />County to maintain the three sediment infiltration iireas tind geo-te.xtile fabric within the french dram <br />to ensure against the flooding and damage to the surrounding vegetation. <br />The enclosed resolution has been drafted to include conditions set forth in the Engineer's report and <br />with a reference to the amended grading and drainage plan submitted by both the DNR and the <br />County Depanment ol' Environmental Manaitenient. <br />COUNCIL ACTION REQI F.STI I): <br />To approve or amend the enclosed resolution. <br />Isv
