Minnesota Department of Transportation
Metropolitan Division
Waters Edge Building
1500 West County Road B2
Roseville, Minnesota 55113
October 16, 1995
OCT 1 8
Mr. Ronald J. Moorse, Cit>’ Administrator
City of Orono
P.O. Box 66
Cr>’stal Bay, Minnesota 55323-0066
RE: Control Section (C.S.) 2713 Trunk Highway (T.H.) 12 at Wayzata Boulevard
Dear Mr. Moorse:
We have received your letter regarding the prop)osed signalization ot the subject interse^-t’or
We recognize your concerns and are also interested in preserv ing the mobility of motorists along
Trunk Highway (T.H.) 12 without compromising safety.
As vou have stated, the installation of a signal at this location will likely increase delay along
T.H. 12 to a number of motorists. Though our signal systems operate on a 'traffic actuated’
basis, there will be times when T.H. 12 traffic would have to stop for cross traffic. Should the
signal be installed, we would attempt to minimize this delay by coordinating it with those
between Lake Street and Old Crystal Bay Road.
In order to provide adequate sight distance to the signal, we would review the need for advance
warning flashers, and require their installation, should this location meet the criteria. In this
manner, we would hope to provide advance notice of the signal for motorists along T H. 12.
We have had previous conversations regarding this intersection with both Orono and Wayzata.
Our primarv concern with this location would be to provide sate access to cross street traffic,
should the volume be significantly increased. Originally, the development ot parcels in this area
was minimally going to impact the intersection. Low volumes of traffic, accessing T.H. 12 will
do little to impact the present intersection or its operation. However, we understand that the
present proposal is to increase traffic substantially, which may make it necessary to provide
additional controls at the intersection. We have not received volume information or justification
for the proposed signal, and will not agree to its installation until this is received and reviewed.
The City of Wayzata. as the requesting agency, will need to provide the information, as well
as the design and necessary agreements to proceed with the project. Once we receive the data,
we will be happy to provide you with a copy as you have requested.
An Equal Opportunity Employer
