Review E.xhibit E, the site plan approved with the <br />building permit and the variance application The City acknowledged that there would be severe <br />cuts into the hicher elevations in the street yard with the placement ot garage doors facing the <br />street. The variance resolution specifically asked for detailed grading plans with building permit. <br />Review Exhibit B. applicant notes inability to maneuver or back out car trom west garage stall <br />and backing out onto public road was unsafe. Safety was their prime concern with the backing <br />out onto lllghwood Road, a busy and substandard public roadway. Applicant's addendum also <br />noted the need to excavate into the steeper elevations within the tront yard because of the <br />installation of the well. With the deeper cuts into higher elevations in the ‘ .nt yard, applicant's <br />contractor installed a two-tiered retaining wall (approximate height of each wall is 4') located VA- <br />4' from the west side yard. Applicant created a second curb cut in another attempt to improve <br />ingress and egress at property. Gerhardson has approved the second curb cut based on the <br />improved safety. <br />The applicant was asked to tile for the conditional use pennit to cover the unauthorized land <br />alterations within the front yard. <br />The City F.nuineer has reviewed the iastallatu'n and '>recitications on the interlocking block <br />retaining wall and has approved wall as constructed. <br />The final (trading plan. E.xhibit M. has addressed all other concerns raised by the Planning <br />Commissio'^n and die City Engineer in their first review. E.xhibit I.
