4. <br />5. <br />A.Existing hardcover in the 0-75’ zone is 306 s.f. or Existing <br />hardcover in the 75-250’ zone is 8.011 s.f. or 44%. Applicants propose <br />to remove all landscape beds lined with plastic or fabric on the propeny, <br />resulting in 0-75’ hardcover of 12 s.f. or 0.2% where no hardcover is <br />allowed, and 5.777 s.f. or 31.7% in the 75-250’ zone where only 25% <br />hardcover is normally allowed. <br />B.Planning Commission finds that the removal of landscape bed hardcover <br />is a significant reduction and bnngs the propeny closer to conformity w ith <br />the Cirv codes. <br />The proposed addition meets the required side and lakcshore setbacks and <br />docs not encroach past the average lakeshore setback. <br />D.Proposed lot coverage by strucmres will be 11.1%, significantly less than <br />the 15% structural coverage allowed by the zoning code. <br />1:.An enclosed screen porch constructed over the existing deck without a <br />permit should be subject to an after-the-fact building permit and review of <br />the construction by the inspection department to ensure code compliance. <br />The City Council has considered this application including the findings and <br />recommendations of the Planning Commission, reports by City staff, comments <br />by the applicants and the effect of the proposed variance on the health, safety and <br />welfare of the community. <br />The City Council finds that the conditions existing on this property are peculiar <br />to it and do not apply generally to other property in this zoning district; that <br />granting the variance would not adversely affect traffic conditions, light, air nor <br />pose a fire hazard or other danger to neighboring property; would not merely <br />serve as a convenience to the applicants, but is necessary to alleviate a <br />demonstrable hardship or difficulty; is necessary to preserve a substantial property <br />right of the applicants; and would be in keeping with the spirit and intent of the <br />Zoning Code and Comprehensive Plan of the City. <br />Pace 2 of 6 <br />L,
