Mr. Rantz advised that there are no dangerous chemicals used in the <br />process. Any chemical wastes used in the photo processing will be stored on site and deposited <br />at approved locations. None of the chemicr ,s w ill be introduced into the waste system. <br />The Commission members found the use to meet the intent of the B-4 zoning district. All <br />structures and parking areas meet the required setbacks. The Counry has approved the single <br />curb cut to the site. An amended drainage plan has been reviewed by the City Engineer. <br />Applicant ’s engineer shall work with both the City’s Engineer and the W^atershed District to <br />complete grading and drainage plans. Note no drainage from the developed site will drain to <br />the Kelly Avenue pond. All drainage will be directed to the east via the culvert beneath County <br />Road 19 to the wetland areas in the .Marsh of Lafayette. All drainage will flow through a <br />skimming device that will remove sediment betore draining to the Marsh at Lafayette drainage <br />svstem. <br />The original 64 stall parking plan has been upgraded to 67. Applicant had originally excluded <br />the receiving area at approximately 1,223 s.f. from the net floor area. The amended plan. <br />Exhibit V, reflects the increase in required parking stalls. <br />The applicant has asked that parking be installed in stages as applicant ’s proposed level of use <br />is estimated as follows: 25 employees. 8 business guests, 2 miscellaneous. 9 contingency = <br />Total of 44 parking stalls. Applicant has asked to be allowed to install 44 stalls and if needed <br />at some time in the future, he would install the total of 67. <br />The Planning Commission approved the phased parking proposal as long as there is an executed <br />agreement that would require applicant/owner to install the additional 23 stalls when required <br />bv the Citv. <br />A sprinkler system is required for the structure that contains a total of 19,168 s.f. The structure <br />will have an elevator. SAC charges have been approximated at 7. Applicant's architect will be <br />required to submit plans to the Metro Waste Control Commission for the acmal determination. <br />Landscaping has been approved proposing a variety of 78 trees and approximately 1,500 other <br />plantings. Evergreens have been planted along the west and southwest corner of the pn^perty <br />to minimize impact year round upon adjacent residential areas. Planning Commission approved <br />the landscape plan .as proposed. <br />For more detail on the commercial site plan review, please refer to the enclosed staff memo <br />dated Aueust 17 1995.
