/ <br />/ <br />TO: <br />FROM: <br />DATE: <br />Mayor and City Council <br />'Ron Moorsc, City Administrator <br />September 7, 1995 <br />SUBJECT: Metropolitan Livable Communities Act <br />^ - <br />> .tv <br />Attachment: 1. <br />2. <br />Summary of the Metropolitan Livable Communities Act <br />Draft Housing Goals Agreement and Affordable Housing Benchmark <br />Information <br />The Legislature recently passed the Metropolitan Livable Communities Act in an attempt to <br />encourage affordable and life-cycle housing in the suburban cities. The implementation of the <br />Metropolitan Livable Communities Act is being coordinated by the Metropolitan Council. The <br />Act is being billed as a "carrot" approach versus a "stick" approach. The purpose of the Act <br />is to encourage affordable housing through financial incentives versus requiring affordable <br />housing through regulations. <br />A key element of the Act is that, to be eligible to participate in any of the programs, a city must <br />do several th‘ *^a. <br />1. By November 15th of 1995, adopt a resolution that does three things: <br />a. " Indicates the city ’s support of affordable housing principles <br />b. Indicates the city ’s agreement to use benchmark housing indicators as <br />affordable housing and life-cycle goals for the period 1996 to 2010 and to <br />make our best efforts to meet these goals. <br />c. Indicates the city ’s election to participate in the Act’s local housing <br />incentive program <br />2. Aiiree to negotiate affordable housing goals with the Met Council and to prepare <br />and submit a plan to the Met Council by June 30, 1996 indicating the city ’s action <br />plan for meeting its housing goals. <br />Costs . . <br />If the city elects to participate in the program, the city is required to earmark a minimum <br />amount of funding for affordable housing. Orono ’s amount would be approximately $15,000 <br />per year. If these funds are not used for affordable housing by 1998 the city would forfeit these <br />funds. <br />Cities are not required to participate in the program. There are no direct costs to cities who <br />elect not to participate. However, if the cities do not participate in the program they will not <br />be eligible for the housing funding assistance provided through the Livable Communities Act. <br />Also, when the city is involved in activities that require Met Council review, such as ISTEA
