Single Family Rural Residential <br />Total area = 10.43 acres <br />9.56 acres e.xclusive of road rights-of way of Watenown Road and Old Cr>stal <br />Bay Rod <br />8.97 acres exclusive of road outlet <br />Brief Review of Application <br />Applicant proposes a four lot subdivision with access provided to Lots 1, 2 and 3 via a <br />road outlet with cul-de-sac entering at Old Cry stal Bay Road and Lot 4 shall continue to use an <br />existine curb cut that originally served the homestead at Watenown Road, All lots meet the <br />required lot area of dry contiguous lands and the required lot width to the rear o( the 50' street <br />setback. Lots 3 and 4 contain a Type 1 wetland that is not a designated wetland of the City nor <br />DNR. The City will require covenants to be tiled in the Chain of Title of both propenies <br />alening future propeny owners of their location and need to comply with both F*ederal and State <br />regulations if land alterations are proposed prior to submitting an application before the City of <br />Orono. The Type 1 wetland is not deducted from the dr>’ buildable area of the lots. <br />All four lots have approved principal and alternate septic site> proposing mound designs <br />located on slopes less than 6^. <br />Drainage from higher elevations to the north shall be directed along the shared lot lines <br />of Lots 2 and 3 to a retention uca seated within Lots 3 and 4. Drainage shall be treated befoie <br />entering the Type 1 wetland '‘’-n Lots 3 and 4. The City shall take drainage easements over <br />retention area and connecting culven or drainageway to Type I wetland. <br />The access plan was approved by the Planning Commission at the sketch plan review at <br />their July meeting. Review Exhibit F. staff has sketched a private road along the east lot line. <br />Lots i-4 of the Peterman Addition become through lots along with three of the lots within the <br />current subdivision. During the review of the Peterman Additi" \ access to the Rosch property <br />was discussed but the City decided that access for this propeny must be developed within Uie <br />subject propeny and that extension roads were not sought of the developer. The Planning <br />Commission noted the following unique findings and hardships in granting approval of the <br />variance to the subdivision regulations that would have required access to all four lots via a <br />private road:
