The <br />Orono Zoninu Code does not currently distinguish a difference between structural and non- <br />strucmral hardcover Hardcover policies have not been formally written down, although Council <br />has very recently directed staff to attempt to do so. in an attempt to formalize the long-standing <br />policy of avoiding 'trading' non-stractural for strucmral hardcover. <br />From a zoning standpoint, the City has treated tennis courts and pools as accessory <br />structures requiring a permit, but has not considered ground level driveways, sidewalks or <br />landscape beds as strucmres. Further, in the context of "lot coverage by strucmres', pools <br />includine the pool basin nd associated deck or patio areas, even when not enclosed by a tence, <br />have been included in the calculation of lot coverage (Zoning Code Section 10.03, Subd. 14 C).
