The
Orono Zoninu Code does not currently distinguish a difference between structural and non-
strucmral hardcover Hardcover policies have not been formally written down, although Council
has very recently directed staff to attempt to do so. in an attempt to formalize the long-standing
policy of avoiding 'trading' non-stractural for strucmral hardcover.
From a zoning standpoint, the City has treated tennis courts and pools as accessory
structures requiring a permit, but has not considered ground level driveways, sidewalks or
landscape beds as strucmres. Further, in the context of "lot coverage by strucmres', pools
includine the pool basin nd associated deck or patio areas, even when not enclosed by a tence,
have been included in the calculation of lot coverage (Zoning Code Section 10.03, Subd. 14 C).
