Brietly. applicant recently purchased this <br />propertv and would like to construct a swimming pool. That pool will be approximately 115 <br />from the shoreline, and there is no hardcover between the proposed pool and the shoreline. <br />Hardcover on the property is divided between the 75-250’ and 250-500 zones. 9,095 s.f. <br />(33 I'T) in the 75-250’. proposed to reduce to 8,958 or 32.6%. In the 250-5CX) zone, <br />hardcover is proposed to remain at the existing 4.385 s.f. or 20.4%. <br />The propertv was the subject of a variance approval in 1988 which used slightly different <br />hardcover calculation methods. After much review, staff concluded that the previous owner <br />probably removed a circular driveway after the 1988 approval rather than removing fabric or <br />plastic from the rockbeds. The current overall lot hardcover square footages matches what was <br />approved in 1988. The current proposal reduces that by approximately 137 s.f. <br />Planninu Commission reviewed the issue of structural versus non-structural hardcov^er. noting <br />that the^pool while being essentially at grade, is considered structure under the City s lot <br />coverage by structures" ordinance which was adopted to address visual impact of stnicmres. <br />An average setback variance is also required. However, due to the elevation or location of the <br />two neighboring residences, the pool will not have any impact on neighboring views ot the lake.
