TO: <br />FROM; <br />DATE: <br />Mayor and City Council <br />Ron Moorsc, City Administrator <br />August 24, 1995 <br />SUBJECT: Long Lake Water Quality Project Update <br />I have talked to Tom LaBounty of the Minnehaha Creek Watershed District (MCWD) to indicate <br />the Council ’s approval of the Long Lake water quality project and project agreement, with the <br />exception of the S7.000 annual cost for maintaining the sedimentation pond and the stormwater <br />management plan requirement. Mr. LaBounty indicated he will take the city s response to the <br />MCWD Board for consideration. He also addressed the two exception items. <br />Sedimentation Pond Maintenance <br />Mr. LaBounty indicated the estimated average annual cost of maintaining the four sedimentation <br />ponds is $63,000. On the basis of the MCWD funding 50% of the this cost and the three cities <br />sharing the remainder equally, each city would pay $10,500 annually. The MCWD has <br />determined that they will reduce this amount to an amount not to exceed $7,000 per year in <br />order to get agreement from the cities. Mr. LaBounty indicated another option available to the <br />MCWD is to sub-assess the benefitting cities for the cost of the maintenance. This would <br />involve placing a tax levy on the property in the city in the amount of the city ’s share of the <br />maintenance cost. <br />Stormwater Management Plan <br />Mr. LaBounty indicated the MCWD is the regulating body concerning stormwater management <br />plans. They have responsibility for ensuring the cities in their jurisdiction develop stormwater <br />management plans within some reasonable time frame. Mr. LaBounty indicated the <br />Metropolitan Council did review the water quality project. Their response was that ?hey were <br />very suppot ve of the project. They also urged the MCWD to really push cities to move ahead <br />with their stormwater management plans. The MCWD is w’illing to work with the city regarding <br />a reasonable time line for the development of a stormwater management plan.
