tv <br />Request for Council Action continued <br />P>gc 3 <br />July 19, 1995 <br />Zoning File #2026 <br />2. <br />3. <br />The speed of trafTic along this section of Highway 12 docs not follow the 45 <br />m.p.h. speed limit. Speeds are usually 50-1 “ m.p.h. There is a special need to <br />provide signage alerting oncoming traffic from both the east and west ot the <br />entrance to the day care. <br />Unique location of access to facility at far east of property and day care located <br />to the far west. <br />Both applicant and staff have talked with the Minnesota Department of Transpsirtalion <br />concerning special signage along the road right-of-way. We were advised that Mn/DOT had <br />special signage for school crossings but nothing for a day care facility. Stall spoke with Bill <br />Warden of Mm'DOT. He noted that he would be happy to meet with the sign contractor to stake <br />the edee of the right-of-way. He also noted the need for signage at the entrance because of the <br />locatio'n of the driveway in relation to the facility. He concurred with applicant’s comments for <br />the need to alert oncoming cars from the east of the approaching entrance because of sighting <br />problems created by the curvature of the road. <br />Hanning Commission Recommendation <br />The Planning Commission recommended unanimous approval of a height and signage <br />area variance for New Horizon Child Care for their lacility located at 875 Wayzata Boulevard <br />and approved a 5’ 8" or 72.5% height variance for the entry pylon and a signage area variance <br />of 38 s.f. or 316% for the two-sided entry pylon at 32 s.f. and building sign at 18 s.l. Approval <br />is subject to the following conditions: <br />1. Building sign and entrance apron are to be illuminated only during the hours <br />when day care facility is open for use <br />Applicant’s signage contractor to obtain building pennii for entry pylon, building <br />sienage and iliuminated entrance apron. Applicant shall contact Bill Warden at <br />Mn/DOT offices to confirm location of Highway 12 right-of-way prior to <br />installing sign. <br />The enclosed approval resolution has been drafted per the findings and conditions of the <br />Planninc Commission ’s unanimous recommendation for approval. <br />COLHSCIL ACTION REQUESTED: <br />L . <br />To either approve or amend the enclosed resolution.
