Candace Rowlette, and Jamce Berg. Charles Sdnoder, <br />Charles Nolan, Sandra Smith, and Dale Lindquist were absent. ^ <br />Administrator Jeanne Mabusth. Assistant Plat^g »d tom.s iWh^ <br />OailTon, and Recorder Sherry Frost represented Staff. Chair Peterson called the meeting <br />to order at 7:10 p.m. <br />Chair Peterson announced the lack of a quorum at this meeting^ In order to vote on an <br />issue, a majority number of commissioners must be present. A vote by me V<* ang Commissioners wtU be held on <br />Wednesday, May 24, making a recommen an on the zoning code amendment, <br />will then be passed on to the Council for lueii approval. <br />(#1) PRESENTATION BY CITY STAFF <br />Gaffion outlined the application’s process to date^ The .P'7"S <br />work sessions earlier this year On April 10, the Council duected >he Pla^g <br />Commission to hold a pubUc hearing and asked the members to consider both an R1 <br />Residential conditional use permit amendment and a B-4 Professional Office commerci <br />zone CUP as an alternative. This condiuonal use would be added to the list of existing <br />conditional uses. In residential zoning, all other zones refer back to the R1A distnO <br />standards. There are three areas in the City zoned for B-«. Gafiron noted on a map t <br />B-4 business area in Navarre. <br />The property on which the Westonka Intervention Shelter is proposed is in the LRIC <br />residential zone. If the ordinance is amended to allow a shelter as a CUP m , a <br />would be a need to rezone the property and apply for a condition^ use pemt. a <br />chances to allow shelters in R-l A, there would be no rezonmg, only a conditional use <br />pemlt required. At this meeting, the Planning Commission is looking at <br />to amend and in which district the use should be allowed. The ordinance draft spec <br />criteria in three categories; location, site/building, and operations.
