The City has no record of ever issuing a <br />conditional use permit to either the Freshwater Foundation or the University of Minnesota for <br />the research center. The foundation has willingly agreed to file a conditional use permit to allow <br />the continued operation of the institute to be soon under the authority and management of the <br />Freshwater Foundation. <br />The structure will once again house the offices of the Freshwater Foundation. The institute will <br />continue to provide conferencing facilities, laboratories and office space. Please review the <br />applicant’s addendum. Exhibit B. The foundation wants to maintain and encourage positive <br />interaction with the local community. The instimte will continue to provide a polling place for <br />the Navarre residents. The foundation’s outreach programs will now operate from the institute. <br />Conference facilities will be available for the general public use and pre-college and college level <br />summer programs will continue to be offered.
