Date: <br />To: <br />From: <br />Subject: <br />May 5, 1995 <br />Contract City Councils <br />Chief Sullivan <br />New Approach to Contract City Meetings <br />In the past, the monthly report provided a list of all <br />police activity during the previous month including all reported <br />crimes and officer initiated activities and arrests. I would <br />also provide guarterly reports and an annual statistical summary• <br />I would discuss trends (increase or decrease of reported crime) <br />and effectiveness (numbers of people arrested and in particular <br />the clearance rates). Also, at these meetings I would receive <br />requests for action on particular problems from the city council, <br />mayor, or administrator. I believe that the contract cities want <br />to continue to receive the reported crime information. <br />The new approach to contract city meetings is to "change the <br />focus of the meetings to one in which monthly objectives are <br />identified and the accomplishment of the prior month's objectives <br />is reported on and reviewed." Just as we seek to identify proper <br />law enforcement issues, establish priorities, and seek to meet <br />performance objects that the contract cities want, we need to <br />consult with them to determine what information they want to <br />receive. It is important to establish the proper monthly <br />objectives which may often be different for each of the contract <br />cities. Objectives must meet goals. A major goal is to expand <br />the use of Community Oriented Policing principles to prevent <br />crime and to reduce fear within the communities we serve. <br />To identify proper monthly goals, we need to get more <br />information from the cities we serve. We need to get the <br />information before the monthly meetings so that we can take <br />action and report back results to them at the monthly meetings. <br />As I suggested in my action plan, I feel that I should stop at <br />each city hall to talk with the clerk/administrator to get action <br />items as soon as possible. This would allow me to then report <br />back what was accomplished at the meeting. Another way to <br />determine the needs of the contract cities is to ask the officers <br />what they see the key law enforcement issues are and what they <br />think the patrol priorities should be.
