ITEM NO: // Department Approval: Name Ron Moorse Title City Administrator Administrator Reviewed:Agenda Section: City Administrator’s Report Item Description: Old Crystal Bay Road Bike Trail Background The major portion of the Old Crystal Bay Road Bike Trail was planned for construction in 1995, based on a tentative joint funding agreement with Hennepin Parks and Council approval of plam and specifications and advertisement for bids. Recently, as Mn/DOT has brought Hennepin Parks into the Highway 12 corridor process, specifically in relation to potential impacts on Baker Park, Hennepin Parks has become very concerned about moving ahead with the bike trail without the Highway 12 corridor issues being resolved. Although the Hennepin Parks Superintendent was shown the most recent design of the County 6 and Highway 12 interchange completed by SRF, which has minimal impact on Baker Park, the Superintendent indicated he is concerned that neither the final corridor alig^ent nor the interchange design concept have been officially approved by Mn/DOT and the cities of Orono and Long Lake. He does not want to enter into an agreement with Orono regarding the bike trail until the impacts on Baker Park (if any) of the Highway 12 corridor solution are finalized. He wants to delay the trail construction until 1996. Revised Trail Construction Timeline The bike trail construction plan for 1995 was to construct the trail from Baker Park along County 6 to Old Crystal Bay Road and south to the Burlington Northern railroad tracks. The remainder of the Iran was planned for completion in 1996. Based on Hennepin Parks unwillingness to appro .e the cost sharing agreement at this time, staff has taken another look at the timing of the construction of the various segments of the trail and has determined that two segments of the trail should be constructed in 1995. These include the most southerly portion of the trail, which would complete the connection from the Dickey property subdivision to the Luce Line, and the portion of the trail from Highway 12 north past the city facilities to the school property. Staff has received confirmation from the DNR that up to $29,000 of trail grant funds have been set aside to match the city ’s expenditures for trail work completed in 1995. The two segments of the trail recommended for construction in 1995 will have a total cost of approximately $80,000, of which the city will be reimbursed $29,(XX). This would leave $51,000 to be funded from the Park Dedication Fund.
