Recently, as Mn/DOT has brought Hennepin <br />Parks into the Highway 12 corridor process, specifically in relation to potential impacts on Baker <br />Park, Hennepin Parks has become very concerned about moving ahead with the bike trail <br />without the Highway 12 corridor issues being resolved. <br />Although the Hennepin Parks Superintendent was shown the most recent design of the County <br />6 and Highway 12 interchange completed by SRF, which has minimal impact on Baker Park, <br />the Superintendent indicated he is concerned that neither the final corridor alig^ent nor the <br />interchange design concept have been officially approved by Mn/DOT and the cities of Orono <br />and Long Lake. He does not want to enter into an agreement with Orono regarding the bike <br />trail until the impacts on Baker Park (if any) of the Highway 12 corridor solution are finalized. <br />He wants to delay the trail construction until 1996. <br />Revised Trail Construction Timeline <br />The bike trail construction plan for 1995 was to construct the trail from Baker Park along <br />County 6 to Old Crystal Bay Road and south to the Burlington Northern railroad tracks. The <br />remainder of the Iran was planned for completion in 1996. Based on Hennepin Parks <br />unwillingness to appro .e the cost sharing agreement at this time, staff has taken another look <br />at the timing of the construction of the various segments of the trail and has determined that two <br />segments of the trail should be constructed in 1995. These include the most southerly portion <br />of the trail, which would complete the connection from the Dickey property subdivision to the <br />Luce Line, and the portion of the trail from Highway 12 north past the city facilities to the <br />school property. <br />Staff has received confirmation from the DNR that up to $29,000 of trail grant funds have been <br />set aside to match the city ’s expenditures for trail work completed in 1995. The two segments <br />of the trail recommended for construction in 1995 will have a total cost of approximately <br />$80,000, of which the city will be reimbursed $29,(XX). This would leave $51,000 to be funded <br />from the Park Dedication Fund.
