TO: <br />FROM: <br />Ron Moorse, City Adminisiraior <br />John Gerhardson, Public Works Director <br />DATE:April 19, 1995 <br />SUBJECT: Kelly Avenue Drainage <br />As you are aware, the City Engineer and I have been reviewing the drainage probleui on Kelly <br />Avenue. Several options have been looked at to resolve the problem and we have come to the <br />conclusion that the least expensive option (a lift station) would be the best alternative. <br />When Glenn and I decided on the best alternative, we presented the plan to the neighborhood <br />along with a plan for funding the project. The proposed funding plan would be to assess <br />commercial properties twice the amount as residential. The rationale being that commercial <br />properties have more hardcover, therefore they should pay more. The neighbors objected to any <br />project that would create an assessment to them. <br />Glenn and I feel that the project should proceed and to conduct an assessment hearing to <br />determine the number of appeals to see if it would be appropriate to proceed. <br />Attached for Council review is a breakdown of costs and the assessment options. The only item <br />on the attached list that would be assessed would be the cost for the construction of a lift station. <br />The sanitary sewer line repair/replacement would be funded from the sewer operating fund and <br />the street construction/restoration would be funded from the maintenance budget for 1995.
