Shelter Memo <br />March 13, 1995 <br />Page 3 <br />The facility shall be overseen by a Board of Directors. Applicant shall submit by-laws <br />of the Board of Directors, resumes of members of the Board of Directors and articles of <br />incorporation to the City. <br />A committee shall be established consisting of the Orono Police Chief, an Orono City <br />Councilmember, a neighborhood representative, a representative of the applicant <br />organization, and a fifth member to be agreed upon by the City and the applicant. The <br />committee's purpose shall be to review the operations and complaints, if any, associated <br />with the shelter, and upon an annual basis, to report its findings to the Orono City <br />Council for determination as to compliance with the terms of the conditional use permit <br />as well as other state and local ordinances, statutes and regulations. <br />In the event that upon such a review by the committee, the Orono City Council finds that <br />the terms of the CUP are not being substantially complied with or that state and local <br />ordinances, statutes or regulations are being violated, the conditional use permit shall be <br />revoked. <br />A background investigation shall be performed to verify the qualification of the <br />director/administrator and the responsible operation of the program, such investigation <br />to be paid for by the applicant. <br />Per City ordinance requirements, the conditional use permit will be issued for the shelter <br />use for a specific site and not to a specific applicant; however, any material change in <br />the operations or purpose of the facility shall be cause for the City Council to review the <br />conditional use permit. <br />Additional conditions may be required by the City in order to address the specific <br />impacts of a proposed shelter.
