Request for Council Action continued <br />page 2 of 3 <br />April 4, 1995 <br />Zoning File #2003 _______ <br />Brief Description of Request <br />Applicants propose construction of screen porch, deck with railing and grade level patio to the <br />lakeside of the existing residence and a I%’x8'x4’ entry addition to the street side of the <br />residence. Applicants seek hardcover approval and an average lakeshore setback variance <br />approval for two additions to the lakeside of the existing residence (252 s.f. screen porch, 460 <br />s f deck with railinc). The existing residence is not designed to provide outdoor use areas at <br />lakeside of residence. There is a small patio (233 s.f.) at the southwest side of the residence <br />but because of toposraphy and plantings there is limited view of the lake. Applicants have <br />provided two levels of access use based on the sloping topography of yard - the three season <br />porch and deck at the southeast and at the higher elevations to the southwest a grade level patio. <br />The Planning Commission visited the site and confirmed thai there is very little impact upon the <br />lake views of the residence to either side of the property because of topography and mature <br />plantings in lakeshore yard of the subject property. Members recognize that the hardcover <br />improvements are structural and are being proposed in exchange for the removal of nonstructural <br />improvements such as plastic beneath landscape areas and bnck patio. <br />Members concurred with applicants that the existing residence was not designed as a typical <br />lakeshore residence designed to take advantage of views or use of lakeshore yard. It was noted <br />that the property consists of 2.3 acres but because of its long narrow shape the majority of <br />improvements have been placed within the 75-250’ setback area. No hardcover improvements <br />exist within the 0-75’ setback area and 7% exists in both the 250-500’ and 500-1,000’ setback <br />areas. <br />Planning Commission was concerned with the obvious signs of flooding problems within the <br />lower level of residence and cautioned applicants against removing the plastic areas adjacent to <br />residence without consulting with contractor. Applicants advised that they have been workmg <br />with their contractor and that certain tiling and drainage improvements will be installed as a <br />result of these new improvements. The drainageway that intersects the subject property was <br />discussed and found to be in satisfactory condition and cautioned applicants of the need to <br />maintain the drainage facility. <br />Planning Commission Recommendation <br />The Planning Commission recommended unanimous approval of the average lakeshore setback <br />encroachment variance and hardcover variance within ^e 75-250’ setback area for the <br />improvements as proposed, subject to the following conditions;
