Metropolitan Council <br />Advocating regional economic, societal and environmentietal and environmental issues and solutions <br />February 9, 1995 <br />Ronald Moorse <br />Administrator <br />City of Orono <br />Post Office Box 66 <br />Crystal Bay, MN 55323 <br />feb <br />c.- <br />IS w*® <br />RE: Proposed MUSA Additions in Orono <br />Dear Mr. Moorse: <br />The Council staff has reviewed the information from the city staff regarding the possible addition <br />of several city areas to the Metropolitan Urban Service Area. If the city decides to submit a plan <br />amendment to the Council for review, the following information should be submitted with the <br />amendment. In addition, a number of broad policy issues regarding the city’.s development, <br />wastewater handling/trcatment and housing polices are discussed. We feel these can best be <br />addressed by updating appropriate sections of the city’s comprehensive plan. <br />Based on Council forecasts, the city has an adequate supply of land within the current MUSA to <br />meet the city’s needs through the year 2000. (The Council will not reevaluate the region’s land <br />use needs through the years 2005 and 2010 until 1996.) Based on this, the city must demonstrate <br />that the additions to the MUSA will include only areas that are experiencing failing on-site <br />sanitary disposal systems. These areas could include vacant lots that cannot be avoided in <br />extending sewers, but the numbers should be limited. We suggest that any proposal to include <br />undeveloped land be discussed with the staff prior to including these areas in the plan <br />amendment. <br />The following information should be submitted with the plan amendment. Most of this <br />information is required for local sewer plans as stated in the Council ’s Wast^terT^^^rt <br />COr^PLi^ Handling PoUcy Plan (Tiers 1 and 2). <br />1. A map showing the location, land uses and extent of the areas to be included and boundaries <br />^ (-S of the metropolitan interceptor service areas if there is more than one, and any intercommunity <br />connections. Some of this information is indicated on the maps you have given to us at our first <br />meeting. <br />-2* 2.
