r <br />S 6.08 <br />Subd 4. Council Action. The City Clerk shall refer the <br />application and results of <br />reoular neetino. The Council niay either ^1) deny .h. permxt, (^) <br />crant the pernit. or (3) grant the perr.it on condition that an <br />Aara t-ire or route are acceptable to at-plicant. <br />Applicant shall have-phrep (3) days within which Co coonunicate his <br />acceptance to the City Clerk. <br />Subd. 5. Unlawful A^'ts. <br />A It is unlawful for any person to harper, <br />obstruct, or icoede or interfere with any parade, parade assembly, <br />Iplcial event or any person, anit^al or vehicle participating in the <br />parade or special event. <br />B It is unlawful for any person to drive a vehicle <br />between the vehicles or persons comprising a parade or =Pecial <br />event when such parade or special event is in motion, except by <br />direction of police officers directing traffic. <br />C It is unlawful for any person to enter into a <br />parade or special event without prior authoritation from the <br />person in charge of the event. <br />Subd. 6. Removal of Obstructions of Traffic. <br />-ase where vehicles or parking by an activity obstructs traffic, <br />regardless of whether or not the activity required a permit, a <br />Police Officer shall warn the property owner t-ime <br />charae of the event, that the cars must be moved ^^^^''^VAce^^s <br />If the vehicles are not moved in accordance with .he <br />request, the Officer may ticket that person and ^ <br />constitute the traffic hazard. Vehicles <^hat f <br />may be towed at the owner's expense if so ordered by the police <br />Officer. <br />Subd. 7. Exceptions. The following are not required to <br />apply for permits: (1) funeral processions; (2) a <br />aoency acting within the scope of its functions; (3) a <br />private party t.hat is held on private residential Lo s. <br />Subd. 8. Payment of Expenses. The applicant shall pay <br />all extraordinary expense incurred by the City of <br />enforcement of this Section and the City may, money <br />approval of the permit, require that the applicant - . k© <br />with the City in a sum equal to the estimated expense^ <br />incurred by the City. <br />Subd.ouDQ. 9. Permit Fees.
