§ 6.08 <br />SEC. 6.08. PARADES AND SPECIAL EVENTS <br />Subd. 1. Definition. For the purpose of this Section, <br />certain terms shall have the fOi...owina meaninos. <br />A. "Parade" means any movement of vehicles, persons <br />or animals, or anv combination thereof, which either moves together <br />and as a body so as to impede or affect the free and unobstructed <br />flow of vehicular or pedestrian tratfic, or which moves so tha<_ <br />some part thereof is in violation of one or more traffic laws or <br />regulations. <br />B. "Special event" means any marathon run, block <br />party, fishina contest, parachute ]ump, hot-air bax^oon event, <br />carnival, or any other activity or event which in some way impedes <br />or affects the free and unobstructed flow of v ’ehicuxar or <br />pedestVian traffic, generates parking needs for more than 20 <br />vehicles off site at anv one time on residential streets, not <br />including a public access to Lake Minnetonka, or requires the <br />costing of "No Parking" signs to maintain compliance with traffic <br />laws and reaulations. <br />Subd. 2. Permit Required. A permit shall be obtained <br />f-rom the City by any person corcoration, or other entity who wi^* <br />be noidina or soonscrina a parade or special event. Appi^ication <br />for such permit shall be made to t.he City at least sixty (oO) days <br />in advance of the date on which the parade or special event is to <br />occur unless waived bv the Council. The applicant shall fill out a <br />form provided by the City, stating the sponsoring organization or <br />individual, the route or location, the time of commencemen , <br />termination and the general composition. The application sh^aii. be <br />executed by the individual applying therefor or the cuj.y authorized <br />agent or representative of the sponsoring organization. The permi <br />requirements set forth in this section apply in addition to any <br />licensing requirements set forth in Section 5.25 of this ordinance. <br />Subd. 3. Investigation. The City shall forthwith refer <br />all aoolications for parades and special events to the Police ^hiet <br />tor tlie Chief's consideration.
