and all areas impacted by the MCWD's construction, operational or maintenance <br />activities and the equipment and persormel associated therewith. <br />i. The MCWD at all times shall properly operate and maintain the Orono <br />Project, and shall conduct such periodic maintenance as is necessary to keep the <br />Orono Project in good repair, to maintain the natural characteristics of the Subject <br />Property, and to prevent the deterioration of or damage to the Orono Project or the <br />Subject Property through erosion, eutrophication or any other means. <br />j. As part of the Orono Project, the MCWD shall develop an acceptable <br />landscaping plan. The required landscaping shall include trees, shrubs, grasses, <br />groundcover, bankcover or such other vegetation as is suitable for the Subject <br />Property Uking into account native plant characteristics, soil and drainage <br />conditions, sunlight or shade conditions, and other pertinent factors. The <br />landscaping shall be intended to preserve and enhance the nahiral appearance of the <br />Orono Project and Subject Property, promote erosion and runoff control, provide <br />improved wildlife habitat and increased plant diversity, and screen undesirable <br />views. <br />The Planning Commission may wish to consider the following additional <br />co.-ditions in connection with the design plan changes made by the MCWD without <br />consultation with the owners of the Subject Property: <br />• The MCWD shall, before the City Coimcil meeting to consider the <br />Orono Project, provide an artist's rendition, with views from both the south and the <br />east, of the physical appearance of those portions of the Orono Project that will be <br />located above water level, and a landscape architect or desiper's delineation of the <br />specific types and locations of the various vegetation to be included in the emergent <br />wetland edge, wooded wetland and any other landscaped areas in the final design <br />for the Orono Project. <br />• The MCWD shall, before the City Council meeting to consider the <br />Orono Project, identify any differences between the conceptual plan attached as <br />Exhibit 3 and the design specifications approved by the MCWD (for example, <br />increasing the height of the sheet pile weir, adding a baffle weir, adding fish barriers) <br />and shall address any issues raised by City staff concerning such differences. <br />• The MCWD shall provide an acceptable schedule for maintenance of <br />the Orono Project by the MCWD, including at a minimum plans for (i) removing <br />debris from the detention pond and control structures at least once per month from <br />April through November of each year, (ii) cleaning out algae and other floating <br />vegetation at regular intervals during each year, (iii) inspecting aimually the <br />physical integrity of the structures and access road, maintaining the structures and <br />road as necessary, and repairing damage due to storm events, ice loading or other <br />causes, and («v) removing sediment on a periodic basis.
