MINXTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON JLXY 17, 1995 <br />(#10 - #2041 Phil & Darcy Otto - Continued) <br />Mabusth said additional fill fi-om the cxcavatio.1 was placed in the rear yard. The Otto’s <br />arc attempting to provided a gentler slope to the rear yard. The problem at the east si <br />has been intc^*fied. The problem now is how to deal with the finished elevations at tte <br />cast vard at 15’ width and maintain 2; 1 slope, and also allow walking access to rear yard. <br />Mabusth said it would be necessaiy to contaa the property owner to the east to gain <br />approval of any encroachment. The propeity is possibly in the m the process of going tax <br />forfeit. <br />Madxisth said detail on elevations, catch basins, and final grades arc needed. Planning <br />Commission is unable to midcc any ftinher recomnwndations until ^e criteria established <br />engineer is addressed. Mabusth asked the Commission if they prefer to revisit the <br />appUcation prior to going to the Council The landscaping plan would be done at that <br />point. The Commission had no problem with the appUcation going forward if it met the <br />criteria of the Engineer. It was recommended that the landscape architect work with the <br />City Engineer. <br />Glen Sauer of 4104 Highwood reported his concern with drainage from this lot exceeding <br />the capacity of the ditch and retaining pond on his property. Sauer does not want this <br />property to further impaa his yard Pictures from heavy rains in 1978 and 1987 were <br />shown to emphasize the problems. <br />Sauer said he was concerned with the filling in the Otto's back yard and the change in the <br />slope in that area. It is Sauer's opinion that how fast the drainage flows does not matter. <br />Sauer says it all will eventually go through the 20’ culvert with 8" tiles. He does not <br />any fill to hamper any of the retention areas. It was noted that the gender slope may aid m <br />water seeping down into the ground of the Otto property. Mabusth said the fill and sod <br />should decrease the velocity of the flow Sauer said there is no more storage capacity <br />available. <br />Mabusth said she would have Glenn Cook review the drainage issue with Shawn <br />Gustafson. Cook is femiliar with the drainage history of the are^ The Planning <br />Commissioners said this further information will need to be studied. <br />Lindquist moved, Berg seconded, to tabic AppUcation #2041 for fimher engineering <br />review by City Engineer Cook. Planning Commission would Uke to receive confirmation <br />on what will occur to the retention areas further downstream. Ayes 4, Nays 0.
