The applicant advised that he began to make repairs to the foundation and decided to <br />replace the foundation. With foundation repairs he then proceeded to replace the stud walls and <br />siding. The current renter advised of a leak in the porch roof and then when inspected for <br />repair. Pillar decided that it too should be replaced. The applicant estimates that the three <br />season porch was approximately 50 years old. The structure not only serves as a three season <br />porch but as the main rear entry to the residence and provides internal access to the basement <br />level. Because of the existing floor layout and the windows to the immediate south, the addition <br />could not have been reinstalled the additional 4 ’ to meet the 10 ’ setback from the side lot line. <br />As already noted, the applicant does not reside at the property and has not for five years. <br />The construction was begun in the late fall and has been worked on off and on until the Stop <br />Work Order was issued. The applicant advised that the work was conducted over a series of <br />weekends and there was no attempt to hide or rush to complete construction.
