MINNeSOTA <br />WRLHIAOnoncnoN <br />lnff«ffmatlofi About Protootinf PuMIe Dooombor 1t#4 <br />Agencies Ready to <br />Assist Water Suppiiers <br />The Minnesota Department of Health <br />(MDH) is currently working with six <br />communities to develop WHP plans <br />The experience gained vith these pilot <br />WHP efforts has helped to identity ihe <br />training and technical support needs ot <br />public water suppliers MDH vb lil <br />assist public water suppliers with <br />delineating W’HP arexs and preparing <br />W HP plans. Tnese plans wiii cuuiain <br />an inventory of potential contaminant <br />sources in the W HP area, a strategy <br />for source management, a monitoring <br />strategy to assess source manage <br />ment effectiveness, and a contingency <br />plan to address interruption of the <br />public water supply. MDH will hold <br />workshops on preparing W HP plans <br />for public water suppliers and local <br />government staff. Also. EPA) is responsible <br />tor approving state programs. <br />Also. Ihe 1989 Minnesota Ground <br />water Protection .Act requires the <br />ccmr...s:,:cr.;r of health to develop <br />a Slate rule for WHP <br />MDH has completed a draff of the <br />state ’s WHP program plan and has <br />also finished drafting the language <br />for the stale W^P rule. U S. EPA <br />approval of the proposed state <br />WHP program and adoption of the <br />draft WHP rule will ^v;,mit public <br />water suppliers, state .agencies, <br />and local governmeiiii to begin <br />implementing the W1 IP program. <br />PropcseJ WHP Area toi the City of Clear Lake <br />MDH has developed the slate ’s <br />WHP program with th- advice and <br />recommendations of many organizations and individuals. Technica'. and policy <br />workgroups provided recommenoalions regarding how WHP should be applied <br />to public water supply wells. Another advisory group provided contment and <br />advice on drafting the proposed stale WHP rule. Public water suppliers were <br />represented on these workgroups througn persons from Ihe American Water <br />Works Association and the Minnesota Rural Water Association. <br />Under the proposed WHP program, all public water supply wells would have <br />to be protected from disease organisms, physical damage, and direct entry of <br />chemical contaminants.
