Existing 75-2.>0’ hardcover is 8,011 <br />s.f. (44.09b). The proposal is to again eliminate the fabric or plastic underliner from all <br />landscape beds, resulting in final hardcover including the proposed addition of 5,777 <br />s.f. (31.7%). <br />The proposed addition meets the required side and lakeshore setbacks, and does not <br />encroach past the average lakeshore setback. <br />Lot area = 30,594 s.f. - 2,000 s.f. (easement) = 28,594 s.f. <br />Proposed lot coverage by structures is as follows: <br />House 2,030 s.f. <br />Deck/porch 526 s.f. <br />Shed 195 s.f. <br />Addition 425 s.f. <br />Total 3,126 s.f. -5- 28.594 = 11.1% (15% allowed) <br />This property was the subject of a hardcover variance in 1987 for deck reconstruction. <br />The 1987 approval was for 6,177 s.f. of hardcover which included areas of rockbeds <br />with plastic. Further, the proposed deck and stairway in that approval was only 422 s.f., <br />but the deck that ultimately was built is slightly larger, and an enclosed screened porch <br />was at some point constructed on the deck, without a permit. Apparently this was done <br />by the previous owner, and was not discovered by staff until the current application <br />review. That construction meets all required setbacks. Staff would suggest at this point <br />that the enclosed porch be accepted subject to an after-the-fact building permit being <br />issued, subject to review of the consuiiction by the inspection department. <br />Discussion <br />The existing house is a one story with walkout basement which meets all required setbacks. Tlie <br />proposed two level addition at the southwest comer of the house will sinularly meet the required <br />setbacks but does constitute additional sunctural hardcover on the property. Lot coverage by <br />struemre will be less than the 15% allowance. The proposed final hai Icover after landscape <br />hardcover removals is 31.7% in the 75-250’ zone, while overall lot hardcover would end up at <br />20.2%, meeting the DNR’s 25% standard. <br />i
