He <br />believed that developing the area would put an end to the <br />loitering and partying. <br />Kelley thanked the neighbors for attending the meeting and <br />sharing their concerns. He suggested that a person from the <br />Cityr as well as a Planning Commission member, attend the meeting <br />of the Developers and the concerned parties. <br />Planning Commission member Brown observed that there was one <br />lot in the proposed development that was under an acre. Kelley <br />noted his observation. Motion, Ayes=7, Nays=0, Motion passed. <br />CITY OF OROHO <br />CRYSTAL BAT ROAD <br />COHDITIOMAL USE PERNlTAMtlAHCE <br />SECOND REVIEW <br />There were many residents from <br />neighborhood present for this matter. <br />Chairman Kelley began by reading a letter that had been <br />received from the City of Minnetonka Beach. The letter stated <br />that Minnetonka Beach was opposed to the closing of Crystal Bay <br />Road. Kelley added that this matter was not as much a planning <br />issue as it was merely an application to repair damage to the <br />road. <br />Zoning Administrator Mabusth corrected the statement in the <br />staff memo that guard posts would be installed rather than a <br />guard rail. <br />Mr. DuWayne Schibilla expressed his confusion over where <br />exactly the posts would be placed. City Engineer Cook stated <br />that he did not know exactly where the posts would be installed, <br />it would depend upon where the cave—ins occurred. Gerhardson <br />added that it would be in the areas where blacktop has been <br />washed away. Cook stated that the original intent was to <br />preserve Crystal Bay Road so it would not fail any more than it <br />already had. Cook added that there was approximately 60 to 80 <br />posts and they would sit approximately 2' off of the road. <br />Planking would be installed between the road and the bank, and <br />then sand would be filled in. There would be anywhere from 3' to <br />6* left exposed toward the lake until the property owner restore <br />the bank. The need for posts would only be in severe areas, <br />where there was a considerable slide that took out the bank up to <br />the edge of the blacktop.
