MIBUTBS OF THE PIAMIIIHG CONKISSIOH TIHG OCTOBER 3, 1988 <br />#1305 WASHINGTON SCIENTIFIC, INC. <br />2605 NEST WAY8ATA BOULEVARD <br />CONDITIONAL USB PERMIT <br />Mr, Joe Pallansch, a representative <br />Scientific, Inc., was present for this matter. <br />of Washington <br />Zoning Administrator Mabusth explained that this matter was <br />tabled pending more hydraulic information and receipt of the <br />final report from the Minnehaha Creek Watershed District <br />resolving the issue of a retention pond. The City Engineer had <br />asked that a retention pond, approximately 1/2 to 3/4 of an acre <br />in size be Installed in the southwest corner of the property. <br />The final resolve of M.C.W.D. review asked that a very minimal <br />retention area be provided at the base of the filled area along <br />the west lot line before it entered the low drainage path along <br />the south boundary to the drainage ditch. <br />Chairman Kelley stated that this matter had already been <br />thoroughly examined by the LMCD, the PCA. Planning Commission <br />member Cohen added that Washington Scientific had been very <br />cooperative and had complied with all requests. <br />It was moved by Chairman Kelley, seconded by Planning <br />Commission member Brown, to recommend approval of the conditional <br />use permit for application #1305. Motion, Ayes*=6, Nays=0, Motion <br />passed. <br />#1340 WASHINGTON SCIENTIFIC, INC. <br />2605 WAYZATA BOOIEVARD <br />CONDITIONAL USB PERMIT <br />PUBLIC HEARING 9:40 P.M. - 9:45 P.M. <br />The Affidavit of Publication and Certificate of Mailing were <br />duly noted. <br />Mr. Joe Pallansch was present as a representative for <br />Washington Scientific, Inc. <br />Zoning Administrator Mabusth explained that monitoring wells <br />were being located on the property. Mabusth indicated where the <br />trench and the hazardous materials were located on the site. The <br />City of Orono and the Metropolitan Waste Control Commission will <br />monitor the flowage into the filtering trench. <br />Chairman Kelley asked how much soil will be displaced on the <br />site? Mr. David Ronnei, the Hydrogeologist with Delta <br />Environmental Consultants, Inc., stated that approximately 2,000 <br />yds. total soil will be removed as a result of digging out the <br />trench. Kelley asked where the soil would be placed. Mr. Ronnei <br />stated that about 1/2 of the soil will go back into the trench, <br />and the remainder would be "thin spread" around the trench. <br />Kelley asked if this soil was contaminated? Mr, Ronnei replied <br />affirmatively and added that the contaminants were low level. <br />The PCA has approved the thin spreading to allow the contaminants
