He <br />stated that this item had been reviewed at the previous Planning <br />Commission Meeting as a sketch plan. The subject property xs <br />part of the Highway 12 Corridor Study and is consequently to be <br />reviewed in relationship to that study. The plan will also be <br />required to meet the special minimum requirements for rezoning <br />along the Highway 12 Corridor. <br />Shardlow pointed out that there is over 50' of grade <br />separation on the proposed site. There is a large hill with an <br />elevation of approximately 1044' in the center of the site, <br />dropping off to the east along Brown Road and in the extreme <br />northwest corner of the site. The only other characteristic of <br />the site, other than the fact that it is wooded with mature maple <br />trees, is that it nas a heavy clay and clay-loam soils. These <br />soils can present some severe obstacles fer on-site sewage <br />disposal systems. Chairman Kelley asked if the soil type had <br />actually been verified through soil borings. Shardlow stated <br />that the soil type was determined by a Soil Survey. <br />There are special minimum requirements for zoning along the <br />Highway 12 Corridor. There is a requirement that the minimum <br />area request for rezoning be 5 acres or 10 acres. The Rebers <br />land area is 32.6 acres so they would meet that requirement. <br />Another requirement would be an access and circulation plan <br />to insure that it precludes direct access not only to Highway 12, <br />but that it also facilitates the movement of traffic through the <br />area. The Highway 12 Corridor Study talks about the need for a <br />frontage road, whether it be a standard frontage road or a remote <br />frontage road between Brown Road and Willow That will be <br />accomodated once the southern half of the area is developed. The <br />sanitary sewer availability is one of the key issues. The City's <br />Engineering Consultant has reviewed the Reber's application and <br />stated that this requirement could be satisfied one of two ways: <br />Either through Long Lake, by the joint powers agreement, or by <br />constructing a new interceptor along the Highway 12 Corridor. <br />There is a great deal of concern about the impact of this project <br />on Lake Minnetonka. There is a need for ponding on the southeast <br />corner of the property. The applicants are aware of that <br />requirement and have included a ponding area in the preliminary <br />sketches that have been done fer the southern area. The ponding <br />issue will be dealt with when the southern portion of the area is <br />addressed. The special minimum requirements also talk about <br />available zoning districts within the Corridor. The Rebers' <br />proposal is for rezoning to R-lA#through the PRD, Planned <br />Residential zoning category. Both of those classifications are <br />listed among the available zoning districts within the Corridor. <br />Finally, the special minimum requirements include a development <br />agreement, which will be entered into and signed by the <br />applicants.
