Kelley said that they were looking for a <br />definition of the natural building envelope in each lot. Kelley <br />asked if primary and alternate septic systems should be indicated <br />for each lot? Assistant Planning and Zoning Administrator <br />Gaffroi responded that if there is Hamel soil predominately in <br />the 5-acre zone, it would be helpful to have the proposed septic <br />systems designated. Kelley asked if Gaffron wanted to use his <br />discretion as to which lots required septic system >Z8signation. <br />Gaffron replied that yes, he would like to make that <br />determination. Gaffron said he would look at soil borings first <br />and then decide if they need to do further testing based on the <br />boring results. Kelley asked if the Planning Commission wanted <br />to give that discretion to Gaffron so there would be no confusion <br />as to who would handle that aspect of the application. Mr. <br />Franks expressed his desire to have the building envelope defined <br />as soon as possible so they could proceed yet this Fall. Bellows <br />stated that the determination for the septic system and the <br />building envelope define whether or not the project would be <br />acceptable. Mr. Franks stated that he could not determine <br />exactly where, on a 5-acre lot a house would be required to be <br />built. He felt that should be left up to the lot-owner's <br />discretion. Bellows asked Mr. Franks to look at the topography <br />of Lot 2. Mr. Franks said that the front part of the lot was <br />clear, but the back part was all woods. His preference would be <br />to build near the woods, but that may not be the wishes of the <br />person actually building on the lot. Bellows explained that the <br />concerns with Lot 2 involved the soil being designated as Hamel <br />for nearly the entire lot. Hamel soil is worthless and useless. <br />Mr. Franks stated that he was willing to accept that restriction <br />readily. Bellows responded that there would be no suitable <br />location to build a house on that Lot. <br />There were no comments from the public regarding this matter <br />and the public hearing was closed. <br />It was moved by Chairman, Kelley, seconded by Planning <br />Commission member Cohen, to table this application, pending the <br />outcome of the definition of buildability of each lot and the <br />taking of soil borings for Lots 2, 3, 4 and 5. Based upon the <br />soil borings, the City Staff v;ill determine which lots would <br />require percolation tests. The issues of culverts and variances <br />would be deferred until the buildability of the lots was <br />determined.
