MIHDTBS OF TBDB PLANimiG CQIQfISSI(»l imiG HELD AD60ST IS, 1988 <br />ZOHIVG FILE #1315 COHTIW <br />The applicants were present for this matter. <br />A <br />Zoning Administrator Mabusth stated that this was a request <br />for a setback and height variance for a monument that exceeds the <br />allowed 3 1/2* height. <br />Mr. Phil Miller stated that he was comfortable with the <br />findings and recommendations o/ the City regarding their <br />proposal. They are proposing to "dress up” the intersection of <br />Willow and Countryside. The Homeowner's Association has never <br />been satisfied with the appearance of that area. The variance <br />would allow them to erect curved brick walls on each side of the <br />intersection and light fixtures on top of each end post. The end <br />posts will exceed 3 1/2*. He was hopeful that staff would <br />confirm that the monuments were clearly outside of the 30* <br />triangle and should create no visibility problems. He understood <br />that if the road is maintained by the City in the future, therr <br />would be City snow plows on the road and a hold harmless <br />agreement would need to be drafted. <br />Kelley assumed that the City had initially approved <br />Countryside Road and the issue of the island was not brought up <br />at that time. Mabusth disagreed, stating that correspondence in <br />the file would show that the City would not guarantee that the <br />Island could remain should the City take over the Road. <br />Countryside Road is currently classified as a public dedicated <br />roadway and once it connects with Old Crystal Bay Road, it will <br />be maintained by the City. <br />Mr. Miller stated that he understood that the City of Orono <br />aind each of the homeowners had extensive communications with the <br />original developer. The City and the Homeowner's Association <br />have similar feelings as to the Community in that regard. They <br />want to go forward and make the area as attractive as possible. <br />Their proposal should meet all of the required safety standards <br />and they wanted the Planning Commission to act as staff <br />recommended. <br />There were no comments from the public regarding this matter <br />and the public hearing was closed. <br />It was moved by Cohen, seconded by Moos, to recommend <br />approval of the required variances, per staff recommendations and <br />requirements.
