laHUTBS OF THE FLMnilMG CXMMISSIOH !TIW3 HELD MMtCH 21, 1988 <br />*1254 TRiaiTT LDTHBRAH CHUHCH <br />2060 SIXTH AVBHUB HORTH <br />ccHn>iTi(HttL OSS pbhmitaariahcbs <br />PUBLIC HBARIHG 9:07-9:31 <br />The Affidavit of Publication and Certificate of Mailing <br />were noted. <br />Present for this matter were: John Lundquist, isunediate <br />past President of the Congregation, and Craig Mole«^hi of <br />Trinity Lutheran Church and Dick Brownlee, architect <br />for this project. <br />Jacobs explained the proposed commercial site plan and <br />request for conditional use permit for the existing non- <br />conforming use and setback variance for the proposed <br />parking lot expansion. <br />Regarding the requirement of installing sprinkler system <br />in the church, Jacobs stated that a variance cannot be <br />granted to this requirement because it is a State <br />Building Code requirment which the City has adopted. <br />Mr. Lundquist stated that it was his understanding that <br />a variance could be granted to the SBC requiresient. He <br />felt it would be unrealistic and unfair to impose this <br />requirement because of the lack of public water to this <br />site. He noted that the new design will have an <br />enhanced pedestrian travel flow within the building so <br />that the ability to get in and out in case of an <br />emergency will be better than currently exists. <br />Chairman Kelley stated that the Planning Commission <br />could not decide on this issue, it would have to be <br />addressed by the City's legal staff and Council. <br />Bellows noted that no future day care use would be <br />allowed without installing a sprinkler system. <br />Bellows noted the issue of the existing septic system <br />that has not been documented but is expected to be found <br />as substandard in size and design for the proposed <br />addition. She did not feel this plan could be approved <br />without these facts. <br />Mr. Lundquist noted the use of the church would not <br />necessarily increase with this addition. <br />Gaffron stated the septic system was a concern and staff <br />will require soil testing and system design be submitted <br />and approved by the City prior to issuance of any permit <br />for the building additions.
