Zoning Code Amendrnenl <br />October 14. 19% <br />Page 2 <br />uses contemplated in the B-6 district. <br />Potential localized problems of trash, odors, and the potential to become a <br />"hang-out" due to proximity to the Orono Schools, are all somewhat negative <br />aspects of a drive-thru restaurant use. <br />Elimination of drive-thru restaurants does not eliminate the possibility of sit- <br />down restaurants, coffee shops, etc. which would serve both the general public <br />and the other uses contemplated for the B-6 district. <br />It should be noted that Class 11 restaurants were never allowed in the B-6 district. Class II <br />restaurants are defined in the Zoning Code as "Fast food convenience, drive-in and liquor <br />service restaurants. A restaurant where a majority of customers order and are served their food <br />at a counter in packages prepared to leave the premises, or to be taken to a table, counter, <br />automobile, or off the premises to be consumed; or a drive-in where most customers consume <br />their food in an automobile regardless of how it is served; or restaurants which serve <br />intoxicating liquor or have live entertainment." <br />Staff Recommendation <br />Based on the work session discussions, staff has drafted an ordinance reflecting the above noted <br />changes. Planning Commission may recommend approval per the draft ordinance as attached. <br />Options for Action <br />1. Recommend approval as drafted. <br />2. Recommend approval with revisions. <br />3.Table for further discussion. <br />4.Other. <br />This item will be placed on the Council’s October 28 agenda for final action.
