Staff's site inspection of 5/17/90 <br />indicated that since the 1986 variance approvalr a few <br />improvements to the property have occurred which have <br />increased hardcover. <br />These include: > 240 s.f. area of rock and plastic for <br />boat trailer parking next to the garage <br />(It is unclear whether this was included <br />in the original 1986 calculation* and a <br />hardcover breakdown was apparently not <br />done with that application). <br />- Approximately 750 s.f. of landscape <br />areas with permeable fabric* which <br />likely were approved by staff in 1986 <br />(if they were ever discussed). <br />Permeable fabric has since been deemed <br />as hardcover by the City Council* <br />although staff is on record as <br />disagreeing with this determination. <br />- A screened gazebo of approximately 120 <br />s.f. (size not verified) located next to <br />the garage* closer than the required 10* <br />setback to the structure. This gazebo* <br />if actually less than 120 s.f. in area* <br />would not require a building permit but <br />would be required to meet hardcover <br />regulations and the 10* structure-to- <br />structure setback requirements. <br />Because the hardcover was not reviewed in detail in 1986* it <br />is difficult to account for each square foot previously <br />indicted by applicants surveyor. However* a current review <br />of the survey and a detailed survey of existing vs. previous <br />hardcover calculated using the same basis* indicates that <br />hardcover has increased from 27.1% to 28.4%* if the <br />pcrmeabl.* fabric landscape areas are ignored. <br />Staff Recommendation <br />Given that the proposed addition does not increase <br />hardcover, has no impact on neighboring properties* and <br />moots all required setbacks, there would appear to be <br />siibsantial justification for granting the necessary
