This location may be appropriate from a topographic <br />standpoint, maintaining a rather level route between the two streets. <br />Howev’er, a drawback of this location is that it not only places the path <br />against the side lot line of a residential lot, but it may hinder the <br />placement of any vegetative screening that might be necessary to separate <br />the commercial uses from the adjacent residential area. <br />Staff Recommendation <br />1. Planning Commission should give applicant general direction as to whether the variances <br />noted have any support. <br />2. It would be appropriate for the Planning Commission to review each of the items <br />addressed in the conceptual site plan review with the applicant, to assist him in preparing a <br />complete and comprehensive formal application. <br />ForniJil Application Review Process <br />1. It is anticipated that the applicant will file a fonnal application for Rezoning by the <br />Friday July 26 (noon) deadline for review by Planning Commission at your August 19th <br />meeting. Staff also has been advised that applicant wants to concurrently file a formal <br />Vacation application and a formal Commercial Site Plan Review/Variance application by the <br />same deadline, although this leaves the applicant only 10 days between your July 15 Sketch <br />Plan Review and the application deadline to complete the detailed survey, site, grading and <br />drainage plans required for such application and which respond to any direction you provide <br />him. Once the sketch plan review has been completed, staff will meet with the applicant to <br />review the necessary submittals for the formal applications. <br />2. Applicant has requested by letter (Exhibit J) that the application be then forwarded <br />directly to Council's August 26 meeting for final action on the rezoning and site plan approval. <br />Frankly, this expedited process can only occur if applicant provides all required information in <br />a timely manner. <br />i <br />I
