Zoning File #2103 <br />January 11, 1996 <br />Page 7 <br />Final Comments <br />The Planning Commission is not required to act on the proposal but merely to provide general <br />guidelines and direction to applicant. Planning Commission should provide guidance to <br />applicant on the following matters: <br />1.Shall the City approve the use of holding tanks until the matter of extension of <br />sewer is resolved by both Met Council and the City of Orono? If so, what <br />should be required of applicant (re: testing, agreement, security)? <br />Based on the guidelines set forth in proposed zoning amendment, how shall we <br />deal with an accessory use versus the matter of ownership of the property? Can <br />the School District be required to retain the ownership of the property? <br />3. Will you grant the necessary variances needed to allow proposed use? <br />4.Should applicant be responsible for providing a financial statement to the City <br />each year once the ice arena is in operation? - - notification by School District <br />if facility is sold? <br />5. Other issues raised by the Planning Commission. <br />Summary Check Off List for Applicant's Use in Preparation for Filing of the Formal <br />Application <br />1. Resolve of zoning/land use issue before application can be filed with City. <br />2.Status of sewer extension to property - applicant to fulfill all requirements of <br />City during interim period. <br />3.Complete the filing of applications with the Watershed District and the Corps <br />of Engineers for land alterations within wetland basin B. <br />4.Plans and specifications for sanitary sewer and water main exOmsions (as-builts <br />provided to the City upon completion). <br />5.Drainage and ponding calculations to be submitted with application. Plans to <br />include a skimmer structure at the pond outlet. Detail of the outlet structure and <br />pond elevations to be shown on the grading and drainage plans. Plans to be <br />amended to include storm sewer for parking lot and entrances.
