The engineer has already noted a possible need for a parking stall <br />variance. <br />In reviewing the Comp Plan Amendment, you will note that the subject property is included <br />as one of the properties considered for a sewer extension. Existing MUSA boundary goes <br />through the High School cafeteria. It is not certain what kind of delays will take place with <br />the Met Council's review but it is clearly the applicant's intention to proceed with construction <br />this spring. They ask for the temporary use of holding tanks until the sewer extension is <br />resolved. Review Exhibit L-3, Section 10.30, the use of a holding tank for new use would <br />require a variance approval as the code would require a standard approved septic system for <br />the use and the holding tank is considered an alternative system. <br />Can we approve the use without confirmation that sewer wMl be available to this property? <br />Gaffron and Weckman have confirmed there is no room for a septic system on this property. <br />Should we ask for septic testing on adjacent school property before permit is issued for <br />construction? <br />Other Performance Standards <br />Members are encouraged to review Exhibits L-5 and 6, performance standards for all zoning <br />districts within the City. The standards will be included as additional information for <br />applicants in addressing lighting needs, landscaping, excessive noise, hours of operation. <br />Members may wish to further alert applicant on some of these code requirements. <br />Cost/Funding <br />Applicant's packet of information failed to provide information on the cost of the improvement, <br />the option to lease document, specifically page 4, states that the Orono Hockey Association <br />must accumulate an amount equal to 90% of the cost set forth in the approved development <br />project and to demonstrate to the School District reasonable satisfaction the source's for any part <br />of the 10% that remains to be funded. \VTiat is the status of the fund drive? How real is the <br />construction start date of spring 199o based on the funding? Applicant should be asked to <br />respond. <br />Use of Facility <br />Outside of hockey/skating, private skating times/inscruction how shall facility be used <br />throughout the year? How v.ill Orono's schools or other schools use the facility? Will facility <br />be used for something other than sports? Will facility be rented for other uses by the general <br />public?
