Zoning File #2130 <br />April 10, 1996 <br />Page 4 <br />Staff was also concerned with the potential for erosion in the ditches along Wildhurst Trail as <br />a result of both sewer and road construction. Gustafson recommends in stallin g the plat road as <br />an urban section with curb and moving the catch basin and drainage pipes further east to the <br />intersection of Wildhurst Trail. Drainage can then be directed to the detention pond and <br />minimize flows out to Wildhurst Trail. <br />Grading/Drainage <br />Gusta&on advises that the grading plan and pond detail do not match. The pond would require <br />up to a 20' excavation if constructed in the wooded area, along with the loss of all the <br />vegetation and plantings in area. The developer may be advised to work with property owner <br />to the immediate south so that a pond can be constructed closer to the existing culverts and <br />existing municipal facilities at Wildhurst Trail. The grading plan must include a proposed ditch <br />along Wildhurst Trail and type of erosion control to be used both during construction and after <br />work is completed until ground cover is not restored. <br />Grading activities are shown to the southeast of ravine at north of property within Lot 3. There <br />can be no filling or excavations within the ravine. The City will protect this area of ravine with <br />a conservation and flowage easement. <br />Drainage and ponding calculations have yet to be provided. Detail on outlet structure should <br />include invert elevations for all pipes and show the normal high water level and 100-year flood <br />level. <br />The utility easement extending from the cul-de-sac to Garden Lane must be widened to 30' and, <br />as required by Code, drainage easements be shown over all drainageways and ponding areas. <br />If the developer is able to install a comprehensive drainage plan that would mclude the property <br />to the southeast, the owners would also be asked to grant drainage easements over their <br />property. <br />Park Commission Recommendation <br />There was discussion at the Park Commission's meeting concerning a desire to have a trail that <br />would connect from the plat road through Lot 4 to Garden Lane and eventually to a future park <br />to the west and north (refer to the Exhibit M). If the plat road is to be a private road, the <br />public has no right »o drive or trespass over the roadway. The Park Commission recommended <br />that a trail easement be placed adjacent to the utility easement that divides Lot 4. If the <br />easement was put on the north side of the sewer utility easement, it would have no impact on <br />Lot 4's building envelope. The building envelope must maintain a minimum of one-half acre <br />not divided or encroached by pedestrian or vehicular easements. <br />i <br />i n H||tinyiiia-girr
