The conditions do not apply generally to other land or structures in the district <br />in which said land is located. <br />Lots in this zoning district tend to be narrower and do not meet the lot area requirements. <br />Many lots in this area do not meet lot area and lot width requirements and often do not <br />meet hardcover requirements. <br />10.The granting of the application is necessary for the preservation and enjoyment <br />of a substantial property right of the applicant. <br />The variances for lot width and lot area are needed to build a house on this lot. <br />11.The granting of the proposed variance will not in any way impair health, safety, <br />comfort, morals, or in any other respect be contrary to the intent of the Zoning Code. <br />Variances for structural coverage and hardcover will have a visual impact on views from <br />Lake Minnetonka and may increase runoff into Lake Minnetonka. <br />12.The granting of such variance w ill not merely serve as a convenience to the applicant, <br />but is necessary to alleviate demonstrable hardship or difficulty. <br />The granting of the variances will allow’ the applicant to purchase the property to construct <br />a new residence. <br />Issues <br />There are numerous issues with this application. <br />1.The applicants need to finalize house and garage plans. Staff recommends that the plans <br />be designed so as not to need a structural coverage variance. <br />2.The driveway as proposed will probably not work. The driveway needs to be redesigned by <br />working with Hennepin County and the City Engineer. The width of the driveway <br />should be at least 10’. Applicants should consider a turnaround for easier access to <br />Shoreline Dr. New hardcover calculations will then be required. <br />3.The hardcover worksheets as submitted are for the first plan that was submitted. They need <br />to be redone to show the revised plans.
