Zoning File #2272 <br />July 16,1997 <br />Page 2 <br />Staff would note that the survey work was not received for this application until approximately <br />two weeks after the deadline, and the application submittals have been arriving somewhat <br />piecemeal, hence staff has only come to a comprehensive understanding of this proposal as a <br />result of the review process.. <br />List of Exhibits <br />A - Application <br />B - Plat Map <br />C - Property Owners List <br />D - Letter of Request <br />E - Survey <br />F - Staff Sketches 1-4 <br />G - Hardcover Calculations <br />H - Sewer System Layout <br />I - Topography With and Without Plat Overlay <br />J - Documentation from 1970 Similar Vacation Request by Applicants <br />Discussion <br />During the course of review, this application appears to have become essentially a four part <br />request, including the lot line rearrangement, street and park vacation/rededication, lot area and <br />width variance for southerly proposed building site, as well as a hardcover variance for the <br />southerly proposed building site. <br />Notice was published and mailed for only the applied-for hardcover variance- and lot line <br />rearrangement, hence all facets of this application cannot be formally considered <br />comprehensively at the July 21 meeting. Further, the extent of variances to be granted, <br />specifically for lot area, will be numerically variable depending on how and whether the <br />vacation/rededication is accomplished. <br />The lot line rearrangement impacts the conformity of the existing house on the north lot in <br />relation to not only its lot area but its current and proposed hardcover percentage. Its existing <br />hardcover was not identified on the survey, hence staff has provided a hardcover analysis <br />below. While hardcover for the north lot is not and would not become non-conforming as a <br />result of the final lot lines as proposed, the future ability to expand or further develop the <br />northerly lot will be reduced in exchange for granting greater buildability to the southerly lot.
