Zoning File #1619 <br />February 14r 1991 <br />Page 2 <br />3. <br />4. <br />5. <br />A primary and alternate drainfield site has been defined for <br />each lot by the site evaluator. In many cases, these sites <br />are marginal, just meeting or in some cases partially <br />exceeding the maximum slope requirements. Three of the <br />eight sites identified are less than the 75* required set <br />back from the 0.3 acre man-made pond in the center of the <br />property. <br />To the applicants' credit, drainfield sites were tested and <br />defined prior to drawing the lot lines. However, the <br />extremely steep slopes over a great portion of the property, <br />coupled with mottled soils which indicate the need for mound <br />systems for the entire property, severely limit the <br />development capability of the property. <br />Two major wetlands exist on the property, both being fairly <br />low in the topography. The westerly wetland is about 3 <br />acres, of which approximately 2 acres are within Lot 1. The <br />northeasterly wetland is about 1.5 acres, of which <br />approximately 0.3 acre is within Lot 3. <br />There is a 0.3 acre man-made pond in Lot 2. This pond <br />averages about 60* across and about 200* in length. While <br />the area of the pond certainly is not dry buildable land, it <br />does not have nearly the significance in the watershed as <br />the 2 other wetlands. This small pond is not a City <br />designated wetland. Staff would recommend that a <br />Conservation and Flowage Easement be dedicated on the plat <br />only for the 2 major wetlands. <br />There is an issue of the drainage swale leading north from <br />the probable pond overflow location. This swale will <br />generally be adjacent to the proposed house site on Lot 2. <br />City Engineer recommends that a channel be designed and <br />constructed within the drainage easement within Lots 1 and <br />2, in order to direct the pond drainage in a positive manner <br />to avoid its affecting the house site. This swale will have <br />to take into account driveway construction for Lot 2 and <br />staff would suggest that the driveway also be designed in <br />conjunction with this swale.
