A RESOLUTION APPROVING THE FINAL PLANS AND THE <br />CONSTRUCTION COOPERATIVE AGREEMENT FOR THE RECONSTRUCTION <br />OF CSAH 15 FROM WTST OF ORONO ORCHARD ROAD TO HILLSmE DRIVE <br />PROJECT #9222 <br />WHEREAS, the preliminary layout of Hennepin County Project No. 9222, showing <br />proposed improvements to County State Aid Highway No. 15 has been approved by the City; <br />and <br />WHEREAS, the County has prepared detail plains and specifications for said <br />improvement; and <br />WHEREAS, the County has prepared a Construction Cooperative Agreement for said <br />improvement; and <br />WHEREAS, the Hennepin County Department of Public Works’ Policies for Cost <br />Participation between Hennepin County and Other Agencies for Cooperative Highway Projects <br />addresses the utilization of tax increment financing on County projects by municipalities; and <br />WHEREAS, this improvement does not provide adequate width for on-roadway parking. <br />NOW, THEREFORE, it is hereby resolved, by the Orono City Council that the final <br />plans and construction cooperative agreement for CSAH 15 improvement project #9222 be <br />approved and that the County is hereby authorized by the City to acquire all rights of way, <br />permits and/or easements required for said improvements in accordance with the final plans; and <br />BE IT FURTHER RESOLVED, that the city will not use tax increment financing for <br />any portion of the project cost; and <br />BE IT FURTHER RESOLVED, that parking shall be banned within the project limits <br />on CSAH 15. <br />Adopted by the Orono City Council on this 9th day of December, 1996. <br />ATTEST;Edward J.
