County DOT staff will make a brief presentation <br />regarding the final design details and project costs at the December 9 Council meeting and will <br />be available for questions. <br />Construction Cooperative Agreement <br />A copy of the construction cooperative agreement, setting out the terms of the County and city <br />cooperation on the County Road 15 project, is attached. The main item in the cooperative <br />agr''ement is information on costs and cost sharing. The city ’s costs have been reduced since <br />the November 25 Council meeting. The new cost information is shown as Revised Exhibit A <br />attached to the cooperative agreement. <br />A. Costs <br />The city ’s share of the County Road 15 project costs has been reduced from $205,982 <br />to $162,081. This is due to revised cost sharing related to wetland mitigation. <br />B.Wetland Mitigation <br />The city ’s costs for wetland mitigation have been reduced from $66,992 to $23,200, a <br />reduction of $43,792. This reduction is based on the city abandoning the Femdale cut­ <br />off right-of-way to enable it to be used to provide .56 acres of wetland mitigation. <br />C.Parkina Restriction <br />The agreement calls for no parking on County Road 15 along the entire project area. <br />MCWD Permit Requirements <br />The MCWD has approved the permit for the project, and has approved a cash payment for <br />stormwater ponding in lieu of the construction of a stormwater pond as pan of the project. The <br />cash payment is approximately $38,000 of which the city ’s share is $14,485. Although both the <br />city and the County requested that the $38,000 be placed into escrow until the city identified a <br />"regional" pond in Orono for which the funds could be used, the MCWD board was not willing <br />to place any restriction on its ability to use the money for regional ponds at any location in the <br />Watershed District.
