Request for Council Action continued <br />Page 5 <br />November 21, 1996 <br />Zoning File #2192 Robert and Wendy Beuller. 1331 North Arm Drive <br />The issue of the conversion of principal structure to accessory structure or a new accessory <br />structure containing expanded living space is not addressed under a specific land use <br />application In the case of the Beutler application, you are only asked to review the issue <br />under the lot width variance We reviewed a similar request at last month’s meeting where <br />applicant wanted to retain former residence for accessory use but a variance was required as <br />structure was placed in front of the front line of future residence structure Staff continues to <br />discourage plumbing and heating facilities within detached structures If the City continues to <br />receive more of these requests, staff would ask that Council provide direction as to acceptable <br />levels of improvement within these detached structures and if a land use review should be <br />required. <br />COUNCIL ACTION REQUESTED: <br />To either adopt or amend the enclosed approval resolution granting a lot width variance and <br />to further advise staff to draft a memo establishing guidelines/actions for owners seeking to <br />convert or construct expanded living areas within detached structures.
