REQUEST FOR COUNCIL ACTION ^Ov DATE: No^^b^KRoii^ ITEM NO; ) Department Approval: Name Ron Moorse Title City Administrator Administrator Reviewed:Agenda Section: Administrator’s Report Item Description: / Preliminary Plan For Bracketts Point Curve (County Road 15) Roadway Reconstruction Project Public Information Meeting After preparation of an initial preliminary design plan, the Bracketts Point curve roadway project was side tracked by the need to determine the location of Indian burial mounds adjacent to the road right-of-way that could potentially affect the widening or realigning of the curve. Hennepin County DOT has now located several burial mounds on both sides of the curve that have a substantial impact on the roadway project layout and cost. Hennepin County DOT has now developed a preliminary layout that attempts to improve the safety of the curve while avoiding the burial mounds. The preliminary layout will be presented and discussed in a public information meeting scheduled for 7:00 p.m. as part of the November 25 regular Council meeting. The purpose of the public information meeting is to present information regarding the preliminary plan and to receive input from property owners adjacent to the proposed project. Revised Layout The revised preliminary layout does not increase the design speed of the curve. However, the layout does include the addition of 8’ shoulders which would improve safety by providing a wider area of pavement around the curve and opening up site lines. The shoulders would also provide a safety zone for disabled vehicles. The layout moves the right-of-way substantially to the east to avoid a burial mound on the west side of the curve. This creates substantial impacts to the properties on the east, and also requires very substantial retaining walls on both sides of the roadway. Increased Costs The revised plan requires substantial property acquisition and regrading on the east side of the curve. It also requires approximately 500 feet of retaining walls much of which are 8 to 10 feet tall. The cost of the additional right-of-way and the retaining walls would be substantial. Hennepin County staff will provide cost information at the Council meeting.
