Hennepin <br />County DOT has now located several burial mounds on both sides of the curve that have a <br />substantial impact on the roadway project layout and cost. Hennepin County DOT has now <br />developed a preliminary layout that attempts to improve the safety of the curve while avoiding <br />the burial mounds. <br />The preliminary layout will be presented and discussed in a public information meeting <br />scheduled for 7:00 p.m. as part of the November 25 regular Council meeting. The purpose of <br />the public information meeting is to present information regarding the preliminary plan and to <br />receive input from property owners adjacent to the proposed project. <br />Revised Layout <br />The revised preliminary layout does not increase the design speed of the curve. However, the <br />layout does include the addition of 8’ shoulders which would improve safety by providing a <br />wider area of pavement around the curve and opening up site lines. The shoulders would also <br />provide a safety zone for disabled vehicles. <br />The layout moves the right-of-way substantially to the east to avoid a burial mound on the west <br />side of the curve. This creates substantial impacts to the properties on the east, and also <br />requires very substantial retaining walls on both sides of the roadway. <br />Increased Costs <br />The revised plan requires substantial property acquisition and regrading on the east side of the <br />curve. It also requires approximately 500 feet of retaining walls much of which are 8 to 10 feet <br />tall. The cost of the additional right-of-way and the retaining walls would be substantial. <br />Hennepin County staff will provide cost information at the Council meeting.
