« • <br />Request for Council Action continued <br />Page 2 <br />November 20, 1996 <br />Zoning File #2188 Mark K Rice, 1570 North Arm Drive <br />Description of Request <br />Applicant has presented two options for improvement seeking approval of a street setback <br />variance for a single stall garage Option 1 provides applicant with a deck above the proposed <br />14' X 20’ addition There already exists along the south side of residence a 10' x 16’ deck <br />Option 2 would result in the loss of a grove of young trees along the south side lot line and <br />require more cutting and filling because of the sloping topography to the south <br />Both options require street setback variances In reviewing both development plans, staff finds <br />no need for granting hardcover or structural coverage variances. <br />The property is located on a hazardous curve of County road. Applicant's property has <br />adequate space within the existing driveway to provide a turnaround Option 2's hardcover is <br />right at 30%. The existing drive would have to be altered and realigned to provide access to <br />the detached garage and maintain driveway hardcover at the same percentage. Applicant <br />confirmed that she preferred Option 1. Staff would also recommend Option 1 finding this <br />option would result in the least impact on the property. <br />Statement of Hardship <br />1. <br />2. <br />The property does not have a garage <br />The traveled portion of the County road is located 20’ from the west/street lot line of <br />the property. <br />3. <br />4. <br />5. <br />The 6,88.^ s f lot is subject to one acre zoning standards. <br />The property requires no structure coverage or hardcover variances <br />The City has received no comments froi i!.e property owners notified of the proposed <br />improvement. <br />Planning Commission Recommendation <br />The Planning Commission recommended unanimous approval of a street setback variance of <br />2' for Option 1 construction plan involving a 14’ x 20’ single stall garage addition with upper <br />level deck for Mary K. Rice for the property located at 1570 North Arm Drive. The enclosed <br />resolution has been drafted per the findings of the Planning Commission recommendation. <br />COUNCIL ACTION REQUESTED: <br />To adopt or amend the enclosed approval resolution.
