TO: <br />FROM: <br />Mayor and City Council <br />Ron Moorse, City Administrator <br />DATE:November 8, 1996 <br />SUBJECT: City Housing Goals <br />The city ’s participation in the Metropolitan Livable Communities Act involves the adoption of <br />long term housing goals and the adoption of a housing action plan that moves the city toward <br />the achievement of its housing goals. The city has adopted both of these. Copies of each are <br />attached. The Housing Goals and the Housing Action Plan are based on the Housing Goals and <br />Housing Improvement Plan included in the housing element of the city ’s Comprehensive <br />Community Management Plan. <br />In a recent discussion with Guy Peterson of the Met Council’s housing staff, regarding the city ’s <br />housing goals, Mr. Peterson indicated Orono’s housing goals are very general and asked whether <br />the city would be able to develop more specific housing goals. Orono’s staff response was that <br />the city ’s housing goals reflect the city ’s Comprehensive Plan, and since the time the <br />Comprehensive Plan was developed the city has not experienced changes significant enough for <br />the city to make substantial changes to its housing goals. Staff also indicated the city is involved <br />with other lake area cities in looking at the concept of "cluster planning" or sub-regional <br />planning for housing needs in the lake area. But we do not know what this might mean for <br />Orono. The top priority for Orono currently is to address the need for rehabilitation of the <br />city ’s existing affordable housing stock. <br />Mr. Peterson suggested the city may want to consider reviewing its housing goals at the time <br />the city updates the housing element of its Comprehensive Plan (required to be done in 1998). <br />If the city does have more information regarding the housing needs of the city of Orono and <br />the lake area, and if there is increased certainty regarding the Highway 12 corridor by then, <br />1998 may be a good time for the city to review its housing goals. This does not mean that the <br />housing goals would necessarily change. <br />At this time the city simply needs to readopt its current housing goals. This will be part of the <br />November 25 regular Council meeting agenda. At the time the goals are readopted, the Council <br />may want to indicate the goals will be reviewed in 1998, or indicate the goals will be reviewed <br />in 1998 if the city has substantial new information that would cause the need to review the <br />housing goals. <br />1
