MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON MAY 20, 1996 <br />(^5 - #21 j5 Paul and Sue Hedlund - Continued) <br />Susan AJbee said she saw the Hedlund's plan as being quite conservative She noted that <br />there were no home's on the north -side of the lake with alternate sites Alhee said the <br />proposed septic system for the property has a 25 year guarantee She did not believe the <br />applicant w as aslung for anvthjp.g unreasonable with the addition of one more bedroom <br />and an attached 2-car garage .Albee said there was only a 10% building envelope on the <br />property, and her parents have lived there for 60 years. <br />Smith said she had no problem with the house increasing in height but with covering more <br />of the lot with structure. The main issue with Smith was the sew ering. <br />Stoddard noted the sewer issue along with the height of the addition and encroachment <br />into the 0-75' setback. He said there was still the issue of being 300 s.f over the <br />hardcover limit He asked if there could be design changes to include movement of the <br />garage to decrease the footprint especially in light of a complaint from a neighbor. It was <br />also noted that there was no guarantee when sewering would come to the neighborhood. <br />GafFron was asked about the status of the MUSA application. Gaftron said the City is <br />working with l ong I.ake to determine capacity availability and make changes downstream <br />as necessary Once that is w’orked out, the Met Council will probably approve the <br />application. GafFron said sewering w'as a matter of timing and cited e.'iam.ples of w'hat <br />might occur. He said he was concerned with the proposed improvements if the septic <br />11 <br />iuiio. <br />Stoddard said he saw the footprint as a problem, <br />Peterson said he had a problem with the garage. He did not wish to set any precedent by <br />allowing a garage that near to the lot line. <br />Sue Hedlund asked the Commission if tlie bluff was a major concern. Peterson said it w'as <br />the least concern of all the issues involved. <br />Peterson moved, Lindquist seconded, to table Application #2135 for redesign of location <br />of garage and architectural redesign for fit on the property, along with a solution on how <br />to handle possible future failure of the septic system. Peterson noted the possibility of <br />holding tanks if necessary. He brought the applicant's attention to the dean up being <br />conducted of Lons Lake. <br />Callahan said he was in favor of the tabling He said the issue was similar to that of the ice <br />arena proposal with awaiting resolution of the sewering issue. Callahan said he saw' the <br />issue as political and was not clear whether it would be resolved favorably or in the near <br />future. Callahan also noted the need for an agreement to be reached with both Long Lake <br />and Medina on sew'ering issues.
