OOUNCLMEETBIQ 1
AUG 2 6 1996
REQUEST FOR COUNCIL ACTION
CITY CP CnC^!Q
DATE; August 23. 1996
ITEM NO:
//
Department Approval:
Name Ron Moorse
Title City Administrator
Administrator Reviewed:Agenda Section:
Administrator’s Report
Item Descnption:
Moratorium on the Siting of Telecommunications Towers in the City
The demand for tower space for telecommunications antennas has recently grown substantially
with the growth of personal communications services, which requires a large number of antenna
locations. With the growing demand for antenna locations will come requests to place antennas
on existing tower locations and to construct additional towers. It is important the city has
adequate regulations in place to manage the impact of antennas and towers in the city. Although
staff is in the process of reviewing regulations, staff is not ready to bring a set of regulations
to the Council for action at this time. In the meantime the city’s existing regulations may not
be adequate. Therefore staff is recommending a moratorium be placed on the granting of any
authority relating to the siting of towers and other facilities related to wireless communications
for a period of 120 days to enable the city to develop adequate regulations.
COUNCIL ACTION REQUESTED
Motion to adopt the attached ordinance placing a 120 day moratorium on the granting of any
authority relating to the siting of wireless communications facilities and structures in the city of
Orono.
