Planning & Zoning Administrator <br />Administrator Reviewed:wt Agenda Section: <br />Administrator’s Report <br />Item Description: y <br />McCulley Road Property - Recommended Subdiv ision Layout <br />On July 8 Council authorized the expenditure of up to $3,500 for the survey, plat and variance work <br />necessarv' to subdivide the 34-acrc McCulley Road property. At that time staff indicated the City <br />may benefit by dividing this land into a number of separate tax parcels. <br />The attached diagrams indicate two possible division schemes for the property taking into account <br />the following factors: <br />1. <br />3. <br />4. <br />5. <br />The possible building site in the northeast quadrant of the property appears to contain <br />approximately 3.1 acres of dr)’ buildable land (not the 4.6 acres shown on the 1987 <br />survey) based on City topographic maps. This difference is mainly due to the <br />"ballpark" interpretation of wetland boundaries done in 1987 without the benefit of <br />a topo map. This lot w*!!! require an area variance as it is in the 5-acre zone. <br />The building site had septic testing done in 1987, finding primary and alternate sites <br />for mound systems. Weckman will review the testing information to confirm its <br />validity as part of thie subdivision process. No system design work was done with <br />the testing; this also needs to be done by a site evaluator in order for us to sell a fully <br />approved building lot. <br />All wetlands on the entire 34-acre property should be delineated as part of the <br />subdivision, as this will identify any potential 'surprises' with the building site and <br />help define the areas we may wish to use for future mitigation sites. <br />Inclusion of additional wetland acreage with the buildable lot will likely enhance its <br />value to a buyer. We would place a Conservation and Flowage Easement over the <br />wetlands prior to the sale. <br />Large portions of the property (mainly west of McCulley Road) were originally <br />wetlands but were filled to create the roadbed or were used for disposal of spoils. <br />These spoils sites might be suitable for future wetland restoration. Also, some of the <br />adjacent natural high ground could likely be used as a location to create new w’etlands <br />for mitigation of City projects involving wetlands.
